Winn Parish is one of the 64 parish of Louisiana, located towards the Southern Region (West South Central) of United States. The population of the parish was 16894 as per the 2000 census data. The July 2008 population estimate is 15408, giving it the 14th smallest population among Louisiana's parish. It covers total area of 956.91 mi˛ (2478.39 sq km), of which, 950.49 square miles (2461.76 sq km) of it is land and 6.43 square miles (16.65 sq km) of it is water, making it Louisiana's 16th largest parish by total area.

As of the census of 2000, there were 16894 people, 5930 households, and 4235 families living in the parish. The population density was 17.8 people per square mile (6.87/km˛), making its Louisiana's fourth least densely populated parish. There were 7502 housing units at an average density of 7.9 per square mile (3.05/km˛). The average household size was 2.55 people, and the average family size was 3.07 people. In the Winn Parish, 24.8% of the population was under the age of 18, 9.6% were 18 to 24, 28.9% were 25 to 44, 22.7% were 45 to 64, and 14% who were 65 or older. For every 100 females there were 110.8 males. For every 100 females age 18 and over, there were 113.2 males. In July 2008, its estimated population was 15408, The racial or ethnic makeup of the parish was 66.95% White, 31.23% Black or African American, 0.6% American Indian, 0.17% Asian, 0.05% Native Hawaiian, and 1% from two or more races.
