Willoughby City is a city located in Lake County, Ohio, in the Midwestern Region (East North Central) of United States. As per the 2000 census, city has a population of 22621 inhabitants. Its population was estimated at 22561 in July 2008, making it the 67th most populous in Ohio. It covers total area of 10.23 sq mi (26.5 kmē), of which, 10.17 square miles (26.34 kmē) of it is land and 0.06 square miles (0.16 kmē) of it is water, making it Ohio's 92nd largest by total area.

As of the census of 2000, there were 22621 people in the city, organized into 10265 households, and 5897 families living in the city.
