Rochester Borough is a borough located in the Beaver County, Pennsylvania, United States. In 2000, borough's population was 4014 inhabitants. As of July 2008, the estimated population was 3662, making it Pennsylvania's 358th largest. It covers total area of 0.7 mi˛ (1.81 sq km), of which, 0.59 square miles (1.53 sq km) of it is land and 0.12 square miles (0.31 sq km) of it is water, making it Pennsylvania's 929th largest by total area.

As of the census of 2000, there were 4014 people in the borough, organized into 1732 households, and 971 families living in the borough. The population density was 6861.5 people per square mile (2649.24/km˛), making its Pennsylvania's 61st most densely populated borough. There were 1900 housing units at an average density of 3220.3 per square mile (1243.36/km˛). It has an average household size was 2.22 persons, and the average family size was 2.97 persons. In the borough the population is diverse age-wise, with 21.6% under the age of 18, 9.1% from 18 to 24, 29% from 25 to 44, 22.3% from 45 to 64, and 17.9% who were 65 or older. For every 100 females there were 85.5 males. For every 100 females age 18 and over, there were 80.3 males. The median age of the borough's population was 38.6 years, the median age of male residents at 35.9 and the median age of female residents at 41.3. The racial makeup of the borough was 83.81% White, 13.38% Black or African American, 0.22% American Indian, 0.2% Asian, 0% Native Hawaiian, 1.82% from two or more races and 0.57% Other races.
