Portland Borough is one of the borough of Northampton County, Pennsylvania, located towards the Northeastern Region (Mid-Atlantic) of United States. The borough has a population of 579 as per the 2000 census data. In July 2008, its estimated population was 565, It is the 345th smallest by population in the U.S. state of Pennsylvania. According to the U.S. Census Bureau, the borough has a total area of 0.56 mi˛ (1.45 square kilometre), of which, 0.52 square miles (1.35 square kilometre) of it is land and 0.05 square miles (0.13 square kilometre) of it is water, it is the 370th smallest in terms of geographical size.

In the borough the population is diverse age-wise, with 22.8% under the age of 18, 5.2% from 18 to 24, 32.1% from 25 to 44, 24.7% from 45 to 64, and 15.2% who were 65 or older. For every 100 females there were 98.3 males. For every 100 females age 18 and over, there were 99.6 males. The racial makeup of the borough was 569 White, Black or African American, American Indian, 5 Asian, Native Hawaiian, 4 from two or more races and 1 Ohter races.
