Phillips County is a county in the United States of Arkansas. The population of county in 2000 stood at 26445 as per the Census data. As of July 2008, the population was estimated at 21603, giving it the 35th largest population among Arkansas's county. The county spans an area of 727.29 square miles (1883.67 sq km), of which, 692.67 square miles (1794.01 sq km) of it is land and 34.62 square miles (89.67 sq km) of it is water, it is the 29th largest by area in the U.S. state of Arkansas. It is ranks ninth in the size of its inland waterways in Arkansas.

The population density was 38.2 people per square mile (14.75/kmē), it is 27th most densely populated county in Arkansas. There were 10859 housing units at an average density of 15.7 per square mile (6.06/kmē). It has an average household size was 2.69 persons, and the average family size was 3.29 persons. In the county Population was distributed with 32.2% under the age of 18, 9.4% from 18 to 24, 23.2% from 25 to 44, 21.2% from 45 to 64, and 13.9% who were 65 or older. For every 100 females there were 84.7 males. For every 100 females age 18 and over, there were 77.7 males. According to July 2008 Census Bureau estimates, the population of the county is 21603, The racial or ethnic makeup of the county was 36.72% White, 61.46% Black or African American, 0.28% American Indian, 0.61% Asian, 0.01% Native Hawaiian, and 0.92% from two or more races.
