Owsley County is a one of the county from Kentucky's 120 counties, located in Southern Region (East South Central) of United States. It is home to over 4858 people (2000 census). It has an estimated population (as of July 2008) of 4634, It is the second smallest county by population in the U.S. state of Kentucky. Its area is just over 198.09 mi˛ (513.05 sq km), it is the 15th smallest by area in the U.S. state of Kentucky.


As of the census of 2000, there were 4858 people in the county, organized into 1894 households, and 1388 families living in the county. The population density was 24.5 people per square mile (9.46/km˛), it would be the fourth least densely populated county in the U.S. state of Kentucky. There were 2247 housing units at an average density of 11.3 per square mile (4.36/km˛). The average household size was 2.51 and the average family size was 2.98. The population's age distribution was 24.6% under the age of 18, 8.9% from 18 to 24, 27% from 25 to 44, 24.5% from 45 to 64, and 15% who were 65 or older. For every 100 females there were 101.8 males. For every 100 females age 18 and over, there were 96.7 males. In July 2008, its estimated population was 4634, The racial or ethnic makeup of the county was 4599 White, 6 Black or African American, 3 American Indian, 2 Asian, 1 Native Hawaiian, and 23 from two or more races.
