Norton Shores City is a city located in Muskegon County, Michigan, in the Midwestern Region (East North Central) of United States. In 2000, city's population was 22527 inhabitants. As of July 2008, the estimated population was 23307, It is the 59th largest by population in the U.S. state of Michigan. The city extends throughout a territory of 24.46 square miles (63.35 kmē ), of which, 23.24 square miles (60.19 kmē) of it is land and 1.22 square miles (3.16 kmē) of it is water, it is the 28th largest by area in the U.S. state of Michigan.

As of the census of 2000, there were 22527 people, 8996 households, and 6399 families living in the city. The population density was 969.2 people per square mile (374.21/kmē), it is Michigan's 364th most densely populated city. There were 9679 housing units at an average density of 416.5 per square mile (160.81/kmē). The average household size was 2.48 and the average family size was 2.97.
