Newburgh City is a city located in the Orange County, New York, United States. As of 2000 the population was 28259. As of July 2008, the population was estimated at 28101, making it the 46th most populous in New York. Its area is just over 4.78 square miles (12.38 sq km), of which, 3.82 square miles (9.89 sq km) of it is land and 0.96 square miles (2.49 sq km) of it is water, it is the 217th largest by area in the U.S. state of New York.

As of the census of 2000, there were 28259 people in the city, organized into 9144 households, and 6078 families living in the city.
