Monroe County is a county located in Arkansas, in the Southern Region (West South Central) of United States. As per the 2000 census, county has a population of 10254 inhabitants. As of July 2008, the estimated population was 8518, giving it the seventh smallest population among Arkansas's county. The county comprises an area of 621.41 miē (1609.44 kmē), of which, 606.65 square miles (1571.22 kmē) of it is land and 14.76 square miles (38.23 kmē) of it is water, making it Arkansas's 51st largest county by total area.

As of the census of 2000, there were 10254 people, 4105 households, and 2733 families residing in the county. The population density was 16.9 people per square mile (6.53/kmē), it is the 12th least populated county in terms of population density. There were 5067 housing units at an average density of 8.4 per square mile (3.24/kmē). The average household size was 2.47 people, and the average family size was 3.07 people. In the county the population was distributed as follows: 27.9% under the age of 18, 7.6% from 18 to 24, 23.7% from 25 to 44, 23.4% from 45 to 64, and 17.3% who were 65 or older. For every 100 females there were 88.5 males. For every 100 females age 18 and over, there were 83.3 males. According to July 2008 Census Bureau estimates, the population of the county is 8518, The racial or ethnic makeup of the county was 59.44% White, 38.39% Black or African American, 0.35% American Indian, 0.22% Asian, 0.05% Native Hawaiian, and 1.55% from two or more races.
