Howard County is a county located in Arkansas, in the Southern Region (West South Central) of United States. As per the 2000 census, county has a population of 14300 inhabitants. As of July 2008, the population was estimated at 14143, making it Arkansas's 24th smallest county. The county extends throughout a territory of 595.2 miē (1541.56 kmē ), of which, 587.42 square miles (1521.41 kmē) of it is land and 7.78 square miles (20.15 kmē) of it is water, it is the 14th smallest in terms of geographical size.

The population density was 24.3 people per square mile (9.38/kmē), it is the 48th most densely populated county in the U.S. state of Arkansas. There were 6297 housing units at an average density of 10.7 per square mile (4.13/kmē). The average household size was 2.55 persons, and the average family size was 3.04 persons. In the Howard County, 26.9% of the population was under the age of 18, 8.6% were 18 to 24, 27.8% were 25 to 44, 21.6% were 45 to 64, and 15.1% who were 65 or older. For every 100 females there were 95.1 males. For every 100 females age 18 and over, there were 91.2 males. As of July 2008, the estimated population was 14143, The racial makeup of the county was 10798 White, 3056 Black or African American, 79 American Indian, 68 Asian, 2 Native Hawaiian, and 140 from two or more races.
