Hills City is a city located in Rock County, Minnesota, in the Midwestern Region (West North Central) of United States. According to the 2000 census it had a population of 565 inhabitants. As of July 2008, the estimated population of the city is 594, making it the 462nd most populous in Minnesota. The city has a total area of 0.5 square miles (1.29 square kilometre), of which, 0.49 square miles (1.27 square kilometre) of it is land and 0.01 square miles (0.03 square kilometre) of it is water, makes it the 170th smallest by total area in Minnesota.

As of the census of 2000, there were 565 people, 230 households, and 150 families residing in the city. The population density was 1160.7 people per square mile (448.15/kmē), making it the 228th most densely populated city in Minnesota.
