Harney County is a county located in Oregon, in the Western Region (Pacific) of United States. The population of county in 2000 stood at 7609 as per the Census data. As of July 2008, the population was estimated at 6747, It is the fourth least populous county in the U.S. state of Oregon. It covers total area of 10226.49 mi˛ (26486.49 sq km), of which, 10134.33 square miles (26247.79 sq km) of it is land and 92.16 square miles (238.69 sq km) of it is water, it is the largest by area in the U.S. state of Oregon. It is ranks tenth in the size of its inland waterways in Oregon.

As of the census of 2000, there were 7609 people in the county, organized into 3036 households, and 2094 families living in the county. The population density was 0.8 people per square mile (0.31/km˛), it is Oregon's least densely populated county. There were 3533 housing units at an average density of 0.3 per square mile (0.12/km˛). The average household size was 2.45 persons, and the average family size was 2.94 persons. In the county the population was spread out, with 26% under the age of 18, 6.4% from 18 to 24, 26.6% from 25 to 44, 26.1% from 45 to 64, and 15% who were 65 or older. For every 100 females there were 102.9 males. For every 100 females age 18 and over, there were 98.2 males. As of July 2008, the estimated population was 6747, The racial makeup of the county was 6180 White, 14 Black or African American, 347 American Indian, 46 Asian, 6 Native Hawaiian, and 154 from two or more races.
