Franklin Borough is a one of the Cambria County, Pennsylvania, located in Northeastern Region (Mid-Atlantic) of United States. In 2000, borough's population was 442 inhabitants. The borough's estimated population as of July 2008 was 398, making it Pennsylvania's 262nd smallest. The borough extends throughout a territory of 0.57 sq mi (1.48 kmē ), of which, 0.55 square miles (1.42 kmē) of it is land and 0.02 square miles (0.05 kmē) of it is water, making it the 378th smallest by size in Pennsylvania.

As of the census of 2000, there were 442 people, 204 households, and 131 families residing in the borough. The population density was 798.7 people per square mile (308.38/kmē), it is Pennsylvania's 363rd least densely populated borough. There were 228 housing units at an average density of 414.5 per square mile (160.04/kmē). It has an average household size was 2.17 persons, and the average family size was 2.7 persons. In the borough the population was distributed as follows: 16.3% under the age of 18, 7.7% from 18 to 24, 25.1% from 25 to 44, 21.7% from 45 to 64, and 29.2% who were 65 or older. For every 100 females there were 98.2 males. For every 100 females age 18 and over, there were 96.8 males. The median age was 45.4 years, The median age of males was 41.8 years, for females the median age was 48.9 years. The racial or ethnic makeup of the borough was 90.27% White, 9.05% Black or African American, 0% American Indian, 0% Asian, 0% Native Hawaiian, 0.68% from two or more races and 0% Other races.
