Emanuel County is a county in the United States of Georgia. According to the 2000 census it had a population of 21837 inhabitants. According to July 2008 Census Bureau estimates, the population of the county is 22825, It is the 78th largest county by population in the U.S. state of Georgia. According to the U.S. Census Bureau, the county has a total area of 690.33 sq mi (1787.95 square kilometre), of which, 685.79 square miles (1776.19 square kilometre) of it is land and 4.54 square miles (11.76 square kilometre) of it is water, it is the seventh largest by area in the U.S. state of Georgia.

As of the census of 2000, there were 21837 people in the county, organized into 8045 households, and 5749 families residing in the county. The population density was 31.8 people per square mile (12.28/kmē), making it the 39th least densely populated county in Georgia. There were 9419 housing units at an average density of 13.7 per square mile (5.29/kmē). The average household size was 2.61 persons, and the average family size was 3.1 persons. In the Emanuel County, 27.8% of the population was under the age of 18, 10.4% were 18 to 24, 26% were 25 to 44, 22.4% were 45 to 64, and 13.3% who were 65 or older. For every 100 females there were 92.8 males. For every 100 females age 18 and over, there were 90.5 males. It has an estimated population (as of July 2008) of 22825, The racial or ethnic makeup of the county was 15190 White, 7350 Black or African American, 36 American Indian, 105 Asian, 1 Native Hawaiian, and 143 from two or more races.
