East Carroll Parish is a parish located in the United States of Louisiana. In 2000, the population was 9421. It has an estimated population (as of July 2008) of 8166, making it the third least populous parish in Louisiana. The parish extends throughout a territory of 442.45 miē (1145.94 kmē ), of which, 421.44 square miles (1091.52 kmē) of it is land and 21.01 square miles (54.42 kmē) of it is water, makes it the 13th smallest by total area in Louisiana.

As of the census of 2000, there were 9421 people, 2969 households, and 2140 families living in the parish. The population density was 22.4 people per square mile (8.65/kmē), giving it the ninth least densely populated parish among the Louisiana. There were 3303 housing units at an average density of 7.8 per square mile (3.01/kmē). The average household size was 2.82 persons, and the average family size was 3.4 persons. In the parish Age distribution was 30.3% under the age of 18, 11.5% from 18 to 24, 27.2% from 25 to 44, 18.5% from 45 to 64, and 12.5% who were 65 or older. For every 100 females there were 104.6 males. For every 100 females age 18 and over, there were 106.9 males. Its population was estimated at 8166 in July 2008, The racial or ethnic makeup of the parish was 30.84% White, 68.23% Black or African American, 0.21% American Indian, 0.32% Asian, 0% Native Hawaiian, and 0.4% from two or more races.
