Dover Borough is one of the borough of York County, Pennsylvania, located towards the Northeastern Region (Mid-Atlantic) of United States. As of 2000 the population was 1815. As of July 2008, the estimated population of the borough is 1923, It is Pennsylvania's 657th largest by population . Its area is just over 0.5 mi˛ (1.29 square kilometre), making it Pennsylvania's 316th smallest by total area.
