Carroll Valley Borough is a borough located in the Adams County, Pennsylvania, United States. According to the 2000 census it had a population of 3291 inhabitants. As of July 2008, the estimated population was 3532, It is Pennsylvania's 422nd largest by population . It covers total area of 5.46 sq mi (14.14 kmē), of which, 5.39 square miles (13.96 kmē) of it is land and 0.06 square miles (0.16 kmē) of it is water, it is the 94th largest by area in the U.S. state of Pennsylvania.

As of the census of 2000, there were 3291 people in the borough, organized into 1176 households, and 953 families residing in the borough. The population density was 610.4 people per square mile (235.68/kmē), it is 276th least densely populated borough in Pennsylvania. In the borough the population was spread out, with 29.7% under the age of 18, 4.9% from 18 to 24, 35.2% from 25 to 44, 21.6% from 45 to 64, and 8.7% who were 65 or older. The median age of the borough's population was 35.4 years, the median age of male residents at 35.5 and the median age of female residents at 35.4. The racial or ethnic makeup of the borough was 3186 White, 20 Black or African American, 14 American Indian, 13 Asian, Native Hawaiian, 50 from two or more races and 8 Ohter races.
