Carroll County is one of the 120 county of Kentucky, located towards the Southern Region (East South Central) of United States. The population of county in 2000 stood at 10155 as per the Census data. As of July 2008, the estimated population was 10627, making it the 23rd least populous county in Kentucky. It has total area of 137.27 sq mi (355.53 sq km), of which, 130.09 square miles (336.93 sq km) of it is land and 7.18 square miles (18.6 sq km) of it is water, making it Kentucky's third smallest county by total area.

As of the census of 2000, there were 10155 people, 3940 households, and 2723 families living in the county. The population density was 78.1 people per square mile (30.15/kmē), it is the 45th most densely populated county in the U.S. state of Kentucky. There were 4439 housing units at an average density of 34.1 per square mile (13.17/kmē). It has an average household size was 2.51 persons, and the average family size was 2.98 persons. In the county the population was spread out, with 25.3% under the age of 18, 9.1% from 18 to 24, 29.9% from 25 to 44, 23.2% from 45 to 64, and 12.5% who were 65 or older. For every 100 males there were 98.8 females. For every 100 males age 18 and over, there were 101 females. Its population in July 2008 was estimated to be about 10627, The racial or ethnic makeup of the county was 10174 White, 270 Black or African American, 25 American Indian, 22 Asian, 5 Native Hawaiian, and 131 from two or more races.
