Baxter County is a county located in the United States of Arkansas. It is home to over 38386 people (2000 census). Its population in July 2008 was estimated to be about 42115, It is the 18th most populous county in the U.S. state of Arkansas. The county extends throughout a territory of 586.74 mi˛ (1519.65 sq km ), of which, 554.36 square miles (1435.79 sq km) of it is land and 32.38 square miles (83.86 sq km) of it is water, giving it the tenth smallest by total area among Arkansas's county.

According to July 2008 Census Bureau estimates, the population of the county is 42115, The racial or ethnic makeup of the county was 41007 White, 285 Black or African American, 237 American Indian, 143 Asian, 11 Native Hawaiian, and 432 from two or more races.
